Refuse derived fuel plant rejected given existing capacity and carbon footprint query

The change of use of a warehouse on Merseyside to provide 10.6MW of energy from a new waste plant was denied because the appellant had not proven there was a need for the scheme and the reduction in carbon dioxide emissions was not adequately quantified. Permission was granted, however, for the use of the building as a non-hazardous waste recycling facility.
