Lawful development certificate rejection challenge fails in mixed use case

A challenge to an inspector's decision (DCS No. 400-006-563) to refuse to grant a LDC confirming that the ground floor and basement of a property in Richmond-upon-Thames could not be used for a mixed retail and office use, failed the High court concluding that there had not been any breach of natural justice.
