Housing need justifies town expansion

In a recovered appeal the secretary of state granted outline planning permission for up to 430 residential units, a local centre comprising retail space of up to 240 m2 and a community centre, a care home of up to 60 bedspaces, a specialist care home of up to 60 bedspaces and a skate park on 27 hectares of agricultural land in Exeter in accordance with his inspector's recommendation.
