Affordable housing contribution required from sheltered scheme

McCarthy and Stone, in seeking to minimise the financial contribution towards affordable housing in respect of a sheltered housing scheme in Leeds, has failed to persuade an inspector that its offer was reasonable. Nonetheless, the inspector decided to make a full award of costs in favour of the developer, concluding that the council had acted unreasonably in not providing its own viability evidence in advance of the hearing.
