In deciding that the scheme would not compromise highway safety the inspector placed weight on the fact that the former uses had involved a public house. There was little evidence to conclude that it would lead to unacceptable levels of on-street parking pressure and forecourt parking provided adequate space for visitors.

The change of use of premises in west Yorkshire to a funeral director's, printers and flats has been allowed, an inspector striking down various enforcement notices.
