Spelthorne Borough Council - CIL charging schedule adopted

Spelthorne Borough Council adopted its Community Infrastructure Levy charging schedule on 18 December 2014.

Spelthorne Borough Council approved its CIL charging schedule on 18 December 2014. The charging schedule will be implemented on 1 April 2015.

Previous Progress

The preliminary draft charging schedule had been published by Spelthorne Borough Council for a consultation that ran between 2 July 2013 and 13 August 2014. The preliminary draft proposed the similar rates to the draft charging schedule that was approved by the Examiner.

The draft charging schedule was then published for a consultation that began on 12 March 2014 and ended on 10 April 2014. This draft again included proposed similar rates to what were recomended by the Examiner.

Just prior to the submission of the draft charging schedule a Statement of Modifications was published on 27 May 2014 for a consultation that ended on 27 June 2014. The modifications included some minor changes of wording. However the main change was clarify that the residential charges were for C3 residential developments only and that care home and hotel developments would not be charged CIL.

The draft charging schedule as modified by the statment of modifications was submitted for examination on 30 May 2014. The Inspector then conducted the examination in writing.

The Examiner's report that was published on 8 September 2014 has found that, provided a modification was made, the Spelthorne Borough Council CIL draft charging schedule provided an appropriate basis for the collection of the levy in the Borough. The modification recommended by the Examiner was to substitute a map in the draft charging schedule with another map that displays the street patterns.

Adopted rates include:

- Three large scale residential (C3) development charging zones with rates of £0, £40 and £60 per m2.

- Three small scale residential (C3) development charging zones with rates of £0, £100 and £140 per m2.

- Student accommodation developments are to be charged £120 per m2.

- Supermarkets, superstores and retail warehouses are to be charged £120 per m2.

- No charge for all other uses.
