Although the site occupied an elevated position the council did not object to its redevelopment citing a lack of information on the proposed design. Proposed planting would take time to mature the inspector acknowledged but the town itself occupied a hilltop location so such development was not unusual. Sufficient space would exist for a high quality landscaping scheme to be provided and the need to significantly boost the supply of housing land weighed in its favour.

The construction of 11 dwellings on two redundant reservoirs in Staffordshire was allowed the future design of the dwellings reserved for future consideration.
