Wokingham Borough Council has decided at a meeting of its Full Council to adopt its CIL charging schedule which will come into effect from 1 April 2015. The CIL charging schedule will be part of Woking 2027 the local development framework for the Borough.
The preliminary draft charging schedule had been published by Woking Borough Council for consultation between 15 February 2014 and 2 April 2013. The preliminary draft was the first to stage propose the rates that have been adopted.
The draft charging schedule was then published for a further consultation between 22 July 2013 and 30 August 2013. the draft charging schedule also proposed the same rates as included in the adopted charging schedule.
Wokingham Borough Council had considered the representations recieved from these consultations and published a schedule of proposed changes in October 2013. These changes were to mainly update the document and what it is going to be used to pay for, it did however leave the rates unchanged.
The draft charging schedule was then submitted for examination on 29 January 2014. A hearing session had been scheduled for 11 June 2014 but was later cancelled so the Examiner wrote her report on the basis of written reperensentations.
The Examiner's report dated 9 July 2014 concluded that the draft charging schedule provided an appropriate basis for the collection of the levy in the borough provided that minor modifications were made. The Examiner's modifications included:
- Defining what was meant by residential
- Updating calculations figures
- Republishing the charging schedule so that it no longer appears to be a draft
- Separating the Regulation 123 list from the charging schedule
The adopted CIL rates include:
- Two residential charging zones with rates of £125 and £75 per m2.
- Retail developments will be charged £75 per m2.
- No charge for all other uses.
