Barn construction inadequate to facilitate residential use

An inspector has refused to allow an appeal involving the change of use of a Devon barn to a dwelling after ruling that it did not comply with Class MB(b) of Schedule 2 of the GPDO 2013.

The building consisted of a Dutch-style metal barn with rough timber uprights. At the time of the inspector's site visit it appeared to be somewhat dilapidated and in her opinion the structural framework was not substantial enough to enable the conversion of the building without involving a degree of demolition and reconstruction. The site was also remote from services and settlements such that overall it would not involve a sustainable form of development.
