The Inspector's report concluded that the Dacorum Borough Council CIL submission draft charging schedule provides an appropriate basis for the collection of the levy in the Borough. The Council intends for the charging schedule to come into effect from 1 April 2015.
The preliminary draft charging schedule was published on 12 December 2012 for a consultation which ended on 12 March 2013. It didn't have a nil charge for identified sites, and retirement housing would have been charged throughout the borough. All large retail developments would have been charged £200 per m2.
The draft charging schedule was published for consultation between 22 January and 12 March 2014. This draft introduced the nil rate for housing in identified sites, and limited the charge for retirement housing to one zone. The charge for large format retail was reduced and refined to a rate of £150 per m2 for convenience based supermarkets, superstores and retail warehouses.
The draft charging schedule was then submitted on 16 July 2014 along with a schedule of modifications for examination. The schedule of modifications contains mostly minor modifications or updates, but it did also include delaying the intended implementation date from 1 January 2015 to 1 April 2015. Examination hearings were then held on 26 September 2014.
Proposed charges include:
- Four residential charging zones with rates of £250, £150, £100 and £0 per m2.
- Retirement housing will have two zones with rates of £125 and £0 per m2.
- Convenienced based supermarkets, superstores and retail warehousing will be charged £150 per m2.
- No charge for all other uses.
