Parking deficiency not so severe as to prevent office conversion

A claim by a local authority in west London that the conversion of an office building to nine flats should not be granted approval under paragraph J.2 of Part 3 to Schedule 2 of the GPDO 2013 because of a lack of on-site parking spaces has been rejected by an inspector who held that it would not give rise to substantial harm to highway safety.
