Taunton Deane Council - CIL charging schedule adopted

Taunton Deane Council adopted its Community Infrastructure Levy charging schedule on 13 November 2013.

Taunton Deane Borough Council approved its CIL charging schedule for adoption on 13 November 2013. The levy has been implemented in the borough since 1 April 2015.

Previous Progress

The preliminary draft charging schedule was published by Taunton Deane Borough Council for a consultation that ran between 29 June 2012 and 27 July 2012.

In the preliminary draft part of the area that is not charged for residential developments in the adopted version would have been charged £25 per m2. And the area where the residential is £70 would have been charged £80 per m2.

The preliminary draft had different retail rates so that retail warehouse and large scale supermarket developments would be charged £300 per m2 borough wide. And smallscale supermarket developments would have been charged £180 per m2.

The draft charging schedule was then published by Taunton Deane Borough Council for a further round of consultation that was held between 1 February 2013 and 15 March 2013. The draft charging schedule introduced the rates that were later adopted.

Taunton Deane Borough Council submitted its draft charging schedule for examination on 16 May 2013. Examination hearings were then held on 24 July 2013.

The Examiner's report was issued on 14 October 2013. The Examiner recommended that, provided modifications were made, the charging schedule would provide an appropriate basis for the collection of the levy in the borough. The modifications were:

- Clarify the intention to apply lower residential rates in broad regions

- Clarify what types of retail would be charged

The charging rates include:

- Three residential charging zones with rates of £125, £70 and £0 m2.

- Two retail development (A1-5) charging zones with rates of £140 and £0 per m2.

- No charge for all other uses.
