Student flats and doctor's surgery agreed on housing land

Permission was granted for the erection of 19 student flats and a surgery in east Sussex, an inspector deciding that it would not undermine the supply of housing land.

The council had granted permission for a smaller scheme in 2011 and a revised scheme was dismissed at appeal in 2012. The council argued that a draft city local plan sought to protect sites judged suitable for housing and this included the appeal site.

However, the inspector noted that two other schemes on similar sites involving student housing had been approved under the draft policy which suggested that some flexibility was being applied. The amenity of local residents would not be harmed and a planning obligation confirmed that a temporary replacement doctor’s surgery would be provided while the new one was built.
