Merton Council - CIL charging schedule adopted

Merton Council adopted its Community Infrastructure Levy charging schedule on 20 November 2013.

The CIL charging schedule was approved for adoption by the London Borough of Merton Council on 20 November 2013. The charging schedule came into effect on 1 April 2014.

The London Mayoral CIL also applies in this Borough with an additional rate of £35 per m2 for all types of development excluding those used for medical, health and education services which will be not be charged.

Previous Progress

The preliminary draft charging schedule was published by Merton Council for a consultation that was held between 30 January 2012 and 23 March 2012. The preliminary draft had three residential charging zones with rates of £385, £140 and £42 per m2. The retail warehouse and superstore charge of £100 per m2 would have applied to all retail developments in the preliminary draft.

The draft charging schedule was then published by Merton Council for another round of consultation held between 25 March 2013 and 10 May 2013. The draft introduced the rates that would eventually be adopted.

Merton Council submitted their draft charging schedule for examination on 17 July 2013. An examination hearing was then held on 26 September 2013.

The Examiners report was issued on 16 October 2013. The Examiner had concluded that, provided a modification was made, the Merton CIL charging schedule would provided an appropriate basis for the collection of the levy in the borough. The modification was to better define what is meant by "superstores".

The charging rates are as follows:

- Two residential charging zones with rates of £220 and £115 per m2.

- Retail warehouse and superstores will be charged £100 per m2.

- No charge for all other uses.
