Moves: Appointment at Chichester District Council

Chichester District Council has appointed Andrew Frost as its head of service for planning as part of a restructuring of senior management. Frost was formerly assistant director of development management at the authority.

Wycombe District Council has hired Penelope Tollitt as its new head of planning. Tollitt is currently head of policy and design at the Royal Borough of Kensington and Chelsea. She is expected to start at the Buckinghamshire authority next year.

Mike Derbyshire has joined property consultancy Bidwells as head of planning. He leaves real estate firm Savills in London, where he was a senior director. Previously he was chief planning officer at Broadland District Council.

Property developer Ashfield Land has appointed planning specialist Ian Mellor as a non-executive director. Mellor joins from Barton Willmore and will oversee the company's strategic planning projects throughout the UK.

Jon Westerman has joined Carter Jonas' Oxford office as an associate in the planning team. He leaves West Oxfordshire District Council, where he was development manager. Jennifer Coppock also joins the office as a new graduate planner from Oxford City Council.

Manchester-based consultancy HOW Planning has hired Steven Renshaw as a principal planner on its specialist retail team and Victoria Hunter to work on its residential portfolio. Renshaw leaves property firm Deloitte, while Hunter leaves Preston City Council.
