Moves: Appointment at Norfolk County Council

Tom McCabe has been appointed interim director of environment, transport and development at Norfolk County Council on a six-month contract.

McCabe has previously held director roles in Cheshire and most recently Shropshire, where his remit included strategic planning. Norfolk is due to agree a new senior management structure this month, after which it plans to hire a permanent director.

Newcastle City Council has appointed Tom Warburton as its new director for investment and development. Warburton is currently the Homes & Communities Agency's head of area for Lancashire and Cumbria. He will become part of the team headed by the agency's former chief executive Pat Ritchie, who joined the council as chief executive in January.

Planning lawyer Matthew Collings has joined Squire Sanders' Manchester office as a senior associate, leaving Eversheds. Collings advised the London Development Agency on its land-acquisition strategy for the 2012 Olympics, and has also advised the English Cities Fund on regeneration in Salford.

Consultancy PRP Planning has hired Katie Lamb as a senior planner based at its Surrey offices. Lamb leaves the McLaren Clark Group, where she was planning director.

James Penfold has been hired as an associate at CBRE as part of a nine-strong expansion of its planning team. Penfold joins the commercial property specialist from DP9 and will work mostly with City and east London clients.
