Detached houses would fail to match housing need

The replacement of a bungalow in Leicestershire with two houses was rejected because it would have an adverse impact in respect of the housing needs in the area.

A housing market analysis undertaken by the council showed a surplus of large private market homes and a lack of smaller sized dwellings. An inspector held that the two detached four-bedroom properties would not contribute towards the identified need for smaller dwellings in the area. Thus, they would not contribute to the creation of mixed communities nor have regard to identified local market housing needs. In her opinion, the dwellings, due to their size, would undermine the council’s clear objective to redress an identified imbalance between the size of dwellings and the local housing market needs. Therefore, she concluded that the proposal would have an adverse effect on the housing needs of the borough.

The inspector noted a shortfall in the five-year housing land supply. She recorded that at paragraph 49 of the NPPF it referred to policies being out of date if it could not be demonstrated that there was a five-year housing land supply. She considered, however, that the replacement of one dwelling with two dwellings would have a very limited effect on any shortfall in housing land supply and that it did not outweigh the adverse impact on the housing needs of the borough.
