Homes and flats deemed suitable for locality

A reporter has agreed that student and open-market housing on a factory site in Edinburgh would maintain the area's character.

The appellants proposed to demolish the factory and build 13 duplex townhouses and 21 flats with underground parking as well as housing for 220 students in two linked blocks as an extension to an existing tenement. The reporter was satisfied that the scheme would respect the character of neighbouring properties.

Although it would take the proportion of student residents in the immediate area above a 30 per cent council threshold, he judged that this had to be balanced against the relatively low levels of student accommodation in adjoining areas. He noted that the appellants proposed to ensure provision of cycle racks, help pay for real-time information on bus services on a main road and provide student bus passes.
