Regulation is answer to free market failure

I always look forward to Alex Morton's entertainingly counter-intuitive analysis of the world of planning.

His latest missive (Planning, 16 November, p12) bemoans the poor quality of new house building and references recent RIBA research on the subject. If the free market is failing to provide a product that is of a standard acceptable to society then the logical answer is for more statutory regulation.

I'm not sure exactly how this fits with Policy Exchange's ideological attraction to deregulation, but no doubt Alex and some of those "more intelligent ministers and civil servants" will find a way to square that circle.
