Refuse storage shortfall stops flats despite employment land ruling

Despite accepting that the conversion of vacant offices in a Kent conservation area to five one-bedroom flats would not adversely affect the supply of employment floorspace, an inspector has refused permission for the scheme due to inadequate provision for refuse storage and recycling.
