Council precedent fears overruled on dwelling link to farming use

A reporter has agreed that a planning obligation tying ownership of a dwelling in the Scottish Borders to a market garden and farming business should be lifted, finding that doing so would not set an undesirable precedent or compromise the local authority's housing strategy.
