Need for homeless accommodation supports conversion of club site

An inspector has allowed the conversion of a former Royal Air Force Association club in south Wales to 13 bedsits to accommodate homeless people, after placing significant weight on the need for the scheme and finding its impact on adjoining residents unlikely to be harmful.
