Previous rulings reversed after site details changed

Temporary permission has been granted for a Gypsy family to remain on a site bordering the Cotswolds area of outstanding natural beauty (AONB) for five years following two previous unsuccessful appeals.

The appellant asserted that significant changes had occurred since the earlier rejections, in that only three caravans were proposed on a different part of the site. The family's personal circumstances had also changed, he said, with his wife requiring significant ongoing medical treatment.

The inspector decided that the relocation of the caravans allowed him to reach a different view from his predecessors. The impact on the area's character and the AONB's setting would not be substantial and the revised proposal would not adversely affect a conservation area, he decided.
