Government policy move appears anti-business

The proposed permitted change of use from use class B1 business to class C3 residential makes you wonder who the enemies of enterprise are.

How do its proponents expect to encourage economic growth when it will reduce the supply of business land and premises, particularly in rural areas; restrict the activities of existing businesses by introducing residential amenity and nuisance issues into industrial areas; and make it harder for businesses to get permission for new employment development because residential standards for flood risk and contamination will apply.

Does the reported retreat from this proposal indicate more reflection and less prejudice?
