Permission had been granted on the basis that the site would process at most 25,000 tonnes of metal each year. The appellants sought to increase this to 75,000 tonnes. The local plan allocated an adjoining site for a mix of uses including a significant residential element.
In the absence of an adequate noise assessment, the reporter was unable to decide whether future residents' amenity would be harmed. He found that a precautionary approach was required until the appellant could show that noise measurements were accurate and that more activity would not lead to an unacceptable increase.
