Doubts over amenity impact lead to rejection of additional drinks bar

The reuse of a restaurant in a Hampshire coastal resort as a bar also selling food has been ruled out after an inspector found it impossible to be sure that it would not further damage local residents' amenity in an area with a concentration of such premises.
