A reorganisation of the planning directorate at the Department for Communities and Local Government (DCLG), which is reducing its staff by 700, has seen Miles Gibson, who led on CIL, replaced as deputy director of economic and social planning policy by Ruth Stanier, previously acting director of housing standards, homelessness and support at DCLG.
According to a source in the housing sector, Gibson is heading back to Downing Street, where he worked between 2003 and 2005 as a private secretary to Tony Blair when he was Prime Minister.
Deputy director for delivery and performance David Morris, who led on the Localism Bill and neighbourhood planning vanguards, has seen his title abolished and has left the planning directorate.
A new post created in the division - deputy director of development plans - is held by Jane Everton.
Chief planner Steve Quartermain, development management deputy director Michelle Banks and deputy director of environment Stephanie Hurst have retained their titles.
Jenan Hasan, who was deputy director of major infrastructure, has remained in post although his role has a different name: deputy director of the Planning Inspectorate, Infrastructure Planning Commission and infrastructure.
Shona Dunn replaced Andrew Wells as director of planning last year. She was previously director of fire and resilience at the department.
A DCLG spokesman said: "The planning directorate will be delivering a more decentralised approach to national planning policy. The changes reflect this new remit."
But Stephen Tapper, president of the Planning Officers Society, said: "I think the department will struggle with a lack of capacity."
He said that it will take "a lot of hard work to fill in the gap left by the removal of regional spatial strategies" and that the DCLG must ensure that it can still provide significant support to local authorities.
