DC Casebook: Commercial and industrial - Temporary car wash deemed no obstacle

A car wash has been granted temporary approval for three years at a vacant pub in an Essex town centre after an inspector decided that regeneration of the area is unlikely to occur in that timescale.

The building was in disrepair and boarded up. The inspector accepted that until the site had been redeveloped in accordance with the town centre masterplan, it was unrealistic to assume that it would appear anything other than unsightly and vacant. Although the car wash would not be in keeping with the area and would make little contribution to regeneration, she was satisfied that it would not significantly impede implementation of the masterplan.
