Lancashire Economic Partnership is inviting tenders from suitably experienced and qualified organisations for the
End-of-Term Evaluation of the Pathfinder in Practice Enterprising Rural Communities and Leader+ Programmes
The Enterprising Rural Communities Programme was a 5 year rural regeneration programme which ended in March 2006 and was supported with £3.7million of funding under round 5 of the Single Regeneration Budget. The Pathfinder in Practice Programme (PiP) was a 2 year £2.5 million dedicated funding programme which ceased delivery in March 2008. The programme aimed to deliver socio-economic improvement and improved access to services in rural Lancashire. The Lancashire Leader+ Programme is a 2.3m, 7 year programme funded by the EC and DEFRA to address rural exclusion in the North and East of Lancashire.
The evaluation is intended to assess the achievements of these Programmes over their lifetime. The study will be expected to cover an analysis of the expenditure, outputs and outcomes achieved, through a review of information made available and through feedback from partners, projects and beneficiaries. The successful consultant will also be required to consider wider delivery issues and recommendations for the future implementation of regeneration initiatives in rural Lancashire.
The closing date for receipt of tenders is 10.00am, Friday, 30th May 2008.
