The RTPI has called for amendments to the Planning Bill to ensure that decisions on major infrastructure are subject to robust parliamentary scrutiny.
It wants all national policy statements (NPSs) to be approved by MPs and the Lords before adoption. The independent planning commission (IPC) should be required to produce an annual report to parliament on the adequacy of the NPSs as a basis for decision-making. The appointment of the IPC head should also be vetted by parliament and they must be required to appear before a parliamentary committee annually to account for the commission's activities.
