The RTPI is pressing the government to mitigate flood risk by preventing homeowners from concreting over front gardens.
Promises have yet to be fulfilled to amend permitted development rights to require the use of permeable surfaces. The issue was not included in flood mitigation guidance published this month. Garden areas paved with non-permeable surfaces are a major contributor to flash flooding because they prevent rainwater from seeping into the ground, increasing run-off that can overwhelm stormwater drainage systems. Secretary-general Robert Upton said: "With every garden that is concreted over the risk of flash flooding in urban areas increases. The government must put the brakes on this potentially dangerous practice."
