DCLG to alter frameworks

Councils whose local development frameworks (LDFs) are unsound will no longer need to restart the process, the DCLG has agreed.

Instead, local authorities will be able to return to an "appropriate stage". The idea is mooted in a consultation on reform to LDF regulations published alongside the Planning Reform Bill.

The department would like to replace the issues and options and preferred options stages with a single requirement to engage the public and stakeholders.

Under the plans, councils will have the flexibility to decide what steps to take to engage people in plans.

Local authorities have been consulting widely on development plan documents, rather than just people affected by proposals.

"Given that authorities have to consider their resource use very carefully and timetables for document production are proving challenging to many, this does not seem necessary," the consultation paper states.

Drivers Jonas associate partner Rosalyn Eastman welcomed the proposals: "Councils will be able to produce supplementary planning documents without recourse to the secretary of state."
