Government proposes development plan reforms

Councils should no longer have to return to square one if their local development frameworks are found unsound, the DCLG has proposed.

Instead, local authorities will be able to go back to an "appropriate stage". The idea is mooted in a consultation on reform to LDF regulations published alongside the planning reform bill.

The department wants to replace the issues and options stage and preferred options stage with a single requirement to engage the public and stakeholders.

"Given that authorities have to consider their resource use very carefully and that the timetables for document production are proving challenging to many, this does not seem necessary," the consultation paper states.

Under the plans, councils will be given the flexibility to decide what steps they should take to engage people in development plans.
