Planning bill 'vague' on consultation

Yesterday's planning reform bill did not make adequate provision for community consultation, the RTPI has said.

It said it was concerned about vague language in the bill's provisions for national policy statements.

These do not require the planning secretary to publicise or consult particular parties on non-site-specific proposals.

RTPI policy officer Phil Grant said: "There's got to be clear, effective consultation on national policy statements.

"If they are non-site specific, whether the secretary of state will have a duty to consult is not necessarily clear."

"It could be interpreted that they're not going to consult on those."

The bill says: "The secretary of state must carry out such consultation, and arrange for such publicity, as the secretary of state thinks appropriate in relation to the [national policy statement] proposal."
