Loaded toll vote spells tragedy for Manchester

This is a calamity. Manchester will almost certainly miss out on the biggest package of improvements to its public transport infrastructure that has been on the table for decades.

Deprived mill towns outside the city will wait, perhaps for a generation, to be connected by rapid transit to the North's most successful city. Inward investment contingent on Manchester upgrading...
