July 2012 - government proposals for a premium planning service have been cleared and several metropolitan councils have entered into planning performance agreements with major applicants. In return for dispensing with the 13-week timescale and paying a reassuringly large fee, carefully screened applicants are able to access the "premium gold service".

We travel with house building conglomerate Taywimpsimmon to an initial meeting on an urban extension. First impressions are encouraging. The reception area has an attractively roped-off zone with distinctive carpeting...
