The proposed programme of eco-town development may be a mere drop in the housing requirement ocean, but in planning and sustainable development terms it has acquired a significance far beyond the purely numerical.

Of the three million homes the government wants built by 2020, fewer than four per cent will be in the new settlements. But they will provide an essential test bed...
