Vince Cable was the Liberal Democrat Member of Parliament for Twickenham from 1997 to 2015 and Secretary of State for Business in the coalition government from 2010 to 2015. Since leaving office Vince has returned to writing publishing After The Storm in 2015, which focuses on Britain's future in the world economy. Along with campaigning on current issues, Vince Cable remains at the centre of political and economic discourse.
Sir John Peace is Chairman of Burberry Group plc and Chairman of Standard Chartered PLC.
In 2002, Burberry was floated on the London Stock Exchange with Sir John Peace as its Chairman and today Burberry is a leading global luxury brand with worldwide retail operations.
In 2007, Sir John joined the Board of Standard Chartered PLC as Deputy Chairman and was appointed Chairman in 2009. Standard Chartered PLC is listed on the London, Hong Kong and Mumbai stock exchanges and ranks among the top 20 companies in the FTSE 100 by market capitalisation. Headquartered in London, Standard Chartered has operated for over 150 years in some of the world's most dynamic markets, banking the people and companies driving investment, trade and the creation of wealth across Asia, Africa and the Middle East.
Sir John is committed to supporting his local community in Nottinghamshire and has a long standing interest in education. For 10 years he was Chairman of the Board of Governors of Nottingham Trent University. A key theme during his time as Chairman was the development of an entrepreneurial culture, including the appointment of a new Vice Chancellor from the private sector, a new five-year strategic plan and a large investment in estates. He has been a Trustee of the Djanogly City Academy in Nottingham since 1999. The Academy was one of the first of five schools in England to be recognised by the Chinese Government for its excellence in teaching Mandarin and supporting the training of language teachers. Sir John is a former East Midlands Ambassador for Business in the Community. He is Lord Lieutenant of Nottinghamshire, a Fellow of the Royal Society of Arts and has an Honorary Doctorate from The University of Nottingham.
Sir John was knighted in 2011 for services to business and the voluntary sector.
John Clancy is Leader of Birmingham City Council, UK.
John has been a teacher for most of the last 30 years in comprehensive schools in areas of poverty. He is an English examiner for AQA exam board.
A Law & English graduate (Keele University), John went to Law School at Manchester Metropolitan University and practised as a solicitor in Birmingham in the early 1990s, specialising in commercial and venture capital law.
John has served on the City Council Planning Committee from 2004-2006 and from 2011 to date. He was the lead member for regeneration on the city council’s Labour Group 2005-06 and served on Education and Regeneration Scrutiny Committees 2002-2006, the Public Protection Committee 2005 and the Governance and Resources co-ordinating Scrutiny Committee 2013-14.
John has published 2 books recently: Blogs from the Blackstuff (2010) with Prof. David Bailey and The Secret Wealth Garden (2014). He writes a monthly column for the Birmingham Post newspaper on business matters.
John is a widely acknowledged expert on Local Government Pension Funds and is regularly consulted by the media on the subject. The Financial Times, The Guardian and the BBC regularly report John’s views and opinions relating to Pension Funds.
John has been an area secretary for the National Union of Teachers.
John was born in Manchester and brought up in Stockport. He has lived in Birmingham for the last 26 years, having previously also lived in Taunton, Somerset. He has been married to Rachel, Assistant Principal in a Black Country comprehensive school, for 30 years and has a daughter, Anna
Dawn is a Chartered Manager and has been a Member of the IED since 2005. She was elected to the board of the IED in 2009, served as Vice Chair from 2010-2014 and was elected as Chair for a two year term in 2014.
Dawn has been an economic development professional in local government for 10 years and currently works for Maidstone Borough Council, Kent, as Head of Commercial and Economic Development, a post she has held since 2013, this was preceded by eight years at Canterbury City Council where her final position was as Deputy Head of Culture and Enterprise. Until joining Local Government her previous roles had been in the private sector, ten years of which were in a Building Surveying company involved in major regeneration projects in and around London.
Glenn Athey is the Managing Director of mylocaleconomy – the trading name of Athey Consulting Limited, a specialist local economic development and regeneration consultancy established in 2011. Glenn is an economic development professional with 20 years of experience of consultancy and senior management positions in regional development agencies and is an ex interim CEO of a LEP, as well as the Head of Research at the Centre for Cities. In his work at mylocaleconomy, Glenn provides advice, economic studies, strategies and delivery plans for local and urban economic development, regeneration, enterprise, innovation, skills and employment. Recent clients include the the West of England LEP, Bristol City Council, British Chambers of Commerce, The Centre for Cities, Hertfordshire LEP, Stockton-on-Tees Borough Council, Cheltenham Borough Council, the London-Stansted-Cambridge Consortium and London Stansted Airport. Glenn holds a Ph.D in urban and regional economic development from the University of Glasgow.
Philip McCann holds The University of Groningen Endowed Chair of Economic Geography at the University of Groningen, The Netherlands, and is also the Tagliaferri Research Fellow in the Department of Land Economy at the University of Cambridge 2015-2018. Educated at Cambridge University, Philip has held teaching positions in four different continents. He has published in almost every area of economic geography, regional and urban economics, and his highly-cited research has won academic awards in several countries. Philip has been an invited keynote speaker in numerous conferences all over the world. In terms of economic and policy analysis, as well as being an adviser to the European Commission, Philip has also advised various directorates within the OECD, the European Investment Bank and government departments and commissions in several countries on matters relating to regions, cities and globalisation. He is an elected Fellow of the Academy of Social Sciences, the Regional Science Association International, and the Regional Studies Association.
Henry Overman is Professor of Economic Geography in the department of Geography and Environment at the London School of Economics. From 2008 to 2013 he directed the Spatial Economics Research Centre. From September 2013 he has directed the What Works Centre for Local Economic Growth. His current research interests include the causes and consequences of spatial disparities and the impact of urban and regional policy. He has provided policy advice to, amongst others, the European Commission, Department for International Development, Department for Business Innovation and Skills, Department for Communities and Local Government, HS2 and the Department for Transport, HM Treasury, the Manchester Independent Economic Review, and the North East Independent Economic Review.
Duncan leads Emsi’s consulting work, applying the company's powerful economic and labour market data to solve strategy problems facing colleges, employers, universities and economic development organisations. Before joining Emsi, Duncan was at the UK Commission for Employment and Skills (UKCES), providing analysis and advice on work and the wider economy. As well as authoring a comprehensive overview of the labour market, Growth through People: Evidence and Analysis , during his last year at the Commission Duncan was lead economic analyst for Sir Charlie Mayfield’s work with other business leaders looking at ways to increase productivity, How good is your business really? Duncan holds a Masters degree in Economics from the University of Leicester, and has over a decade’s experience in public policy and research.
Steve Carr is an economist with wide ranging experience in the development and delivery of economic strategies and urban regeneration.
Steve is currently a director at the West End Partnership, the body brought together last year to agree a fifteen year vision for the future of the West End of London, including oversight of its transformative projects such as Oxford Street. He is working on a tax incremental finance package to support infrastructure investment in the West End.
Steve was brought into Westminster City Council a couple of years ago to create a growth and economic development function at the authority which is now up and running.
Steve helped set up the government’s Homes and Communities Agency (HCA). He led its creation of innovative investment models and helped to bring institutional grade investment into the private rental housing. He went on to run the HCA’s economic development programme, comprising hundreds of sites and joint venture companies left behind by the former Regional Development Agencies. As part of that work he sat on the government’s Enterprise Zone Board.
For fifteen years Steve was at English Partnerships, the former urban regeneration agency, where he led its economic case-making, including for the renewal of the English coalfields and major projects including the Dome at Greenwich. He managed the ‘design for manufacture competition’ which is widely credited with getting house builders to start using modern construction methods and supply chains.
Whilst at Manchester City Council during the early 1990s Steve persuaded musicians and artists to move into and revive run-down industrial districts such as Oldham Street and Ancoats, where a large creative industry thrives to this day. Steve started his career in labour market research at the Low Pay Unit where he worked on the evidence in support of the case for a national minimum wage. He studied at Hull University and what is now Warwick University Business School.
With more than 20 years of experience as a regeneration and public sector economist Stephen is a leader in the field of skills and labour market analysis. He has worked for four Government departments as well as advising the private and public sector and has extensive experience of applying economic principles to policy issues and operational delivery.
During his career, Stephen has briefed Cabinet Committees and Secretaries of State on regional policy and advised ministers on labour market reform and skills initiatives. He has previously lectured at London School of Economics and the University of Warwick.
Prior to joining Regeneris Consulting as a Director in 2014, Stephen was working as Strategy Director at Cogent Skills, where he helped establish the Science Industrial Partnership (SIP). The SIP has secured a £52 million Government/industry co-investment in science industry talent, and is led by GSK with the support of over 100 UK based science companies. Before joining Cogent, Stephen spent four years working on tax modelling and policy for HMRC and Treasury.
Mr. Rittner runs the day-to-day operations of the Council of Development Finance Agencies (CDFA), which includes management of a 32 member Board of Directors, and the organization’s various educational, advocacy, research, resources and networking initiatives. Rittner is a frequent speaker at local, state and national conferences and events focused on economic development finance. He has been featured extensively in The Bond Buyer, Wall Street Journal, Bloomberg, NPR and other national media publications concerning the advancement of development finance tools. He is the author of CDFA's highly acclaimed Practitioner's Guide to Economic Development Finance and an adjunct faculty member at The Ohio State University and Carnegie Mellon University teaching planning for sustainable economic development.
Rittner is a Development Finance Certified Professional (DFCP) through CDFA and is a Certified Economic Development Finance Professional (EDFP) through the National Development Council (NDC). Rittner has also advised state and federal government leaders, including President Obama’s Administration Transition Team, on economic development finance policy.
Prior to joining CDFA, Mr. Rittner was the Director of Legislative Affairs and former Director of Training for the International Economic Development Council (IEDC). Mr. Rittner has also worked for the Franklin County, Ohio Board of Commissioners, Community and Economic Development Department as a Senior Program Coordinator for Economic Development and as an Associate Planner for the City of Gahanna, Ohio.
Mr. Rittner previously served on the U.S. Environmental Protection Agency’s Environmental Financial Advisory Board. He is a member of the Advisory Board for the National Community Fund I, LLC and is also a member of the Advisory Board for Heritage Ohio. Mr. Rittner holds a Bachelor of Arts in Political Science and a Master's of City and Regional Planning degree from The Ohio State University.
Ciaran Gunne-Jones is Economics Director at consultancy Nathaniel Lichfield & Partners (NLP) where he leads on spatial economics, policy and strategy. He graduated from the London School of Economics and the Bartlett School of Planning, UCL. Ciaran works for a range of private and public sector clients including city regions and local authorities across the country on the economic evidence for Local Plans, business case and funding proposals and formulating delivery and investment strategies. Recent projects have included the marine industries cluster at Plymouth South Yard, assessing growth options for Letchworth Garden City, the new enterprise facilities at Impact Hub Brixton and advising on planning for growth across the Greater Brighton area. He also has specific experience of appraising major infrastructure projects including upgrades to the Great Eastern Main Line (leading to the “Norwich in Ninety” rail taskforce), the Croxley Rail Link extension of the Metropolitan Line to Watford Junction, and an EU-Interreg programme on port and logistics infrastructure investment across the UK, France and Belgium.
Lucie is an Associate Director in the Economics and Regeneration team at Nathaniel Lichfield and Partners (NLP) and leads on a range of economic growth, functional economic area and spatial strategy work for Local Authorities, Local Enterprise Partnerships and private sector clients across the UK.
She specialises in economic evidence base development by bringing together analysis and data to assess economic needs and support local and sub-regional areas to achieve their growth potential. She also has extensive experience in project evaluation and in assessing the economic impacts and benefits of investment projects through economic appraisal, scenario development and impact modelling across a range of development sectors including commercial, retail, housing, leisure and transport.
Lucie’s recent project experience includes assessing the potential socio-economic and regeneration benefits associated with the development of the Whitehill & Bordon Green Town in Hampshire, quantifying the economic footprint of the national house building industry and supporting the Berkshire local authorities and LEP to better understand the economic geography of the sub-region and plan for business needs.
Prior to joining NLP, Lucie worked for Newcastle based economic development consultancy New Skills where she specialised in research, evaluation and impact assessment across a range of enterprise, employability and skills development projects, having previously graduated from Newcastle University’s Centre for Urban and Regional Development Studies with an MA in Local and Regional Development.
Chris Allington has a background in chartered engineering and then in purchasing management and supply. The early part of his career was spent specialising in the delivery of cost and change management programmes within manufacturing processes and global supply chains. Chris has a long-standing commitment to the provision of flexible business space to support the development of innovative companies. Following an MBO from IBM in 1994, Chris led a number of restructuring programmes to meet global competitiveness challenges, one of which was to address a surplus property problem.
In 2006, Chris founded Fasset, a property and facilities management company, which continues to handle the management of Langstone Technology Park. At Fasset, Chris was joint managing director with responsibility for business development and under his leadership the company secured contracts to manage a number of major business parks and business centres.
In March 2010 Chris Allington was appointed Managing Director of Oxford Innovation Business and Innovation Centres and became a member of SQW Group’s Executive Board. This appointment followed the acquisition by SQW Group, through its subsidiary Oxford Innovation, of Fasset’s business development team and two centres.
Chris has a personal passion for economic development having lived through the demise of manufacturing and high technology engineering through the first half of his career. He is a board director of the recently formed Solent LEP and is deputy chair of its Employment and Skills Board. He formerly chaired the Hampshire Economic Partnership Investment Land and Property Task Group for seven years and was a director of the Portsmouth and South East Hants Partnership for five years, the last two of which were as chair.
Chris provides strategic review to all elements of the centre management disseminating best practice wherever possible.
David Crichton-Miller joined SQW Group in June 2015 as Chief Executive and main Board Director. Prior to joining SQW Group, David’s career has been with consulting and support service organisations, serving both public and private sector clients.
His career started as a strategy consultant with McKinsey & Company and has since included being Chief Operating Officer of WYG plc, Managing Director of the Environmental and Planning Consulting Division at WYG, Director for Business Development and Strategy at Mouchel, Managing Director for Amey Technology Services, and most recently Executive Director at A4e, one of the main operators of UK Government employability and skills outsourcing contracts.
Planning Specialist for HMG’s Department for International Trade (DIT, formerly UK Trade & Investment) for the past 10 years. A qualified planner with 25 years of experience specialising in inward investment, in both the public and private sectors. Has supported numerous and varied investment projects to navigate planning challenges with strategic advice and guidance to facilitate planning solutions. Other current planning activities include policy clarification and influencing, plus capability building / training.
Sean Donovan-Smith is a partner in K&L Gates’ London office. He is a member of the firm’s Global Government Solutions practice and Brexit Taskforce. He regularly participates in policy advocacy and advice and was a member of the Conservative Party’s Pensions Working Group to respond to the Government Green Paper on Pensions Reform and advised the Conservative Party’s chief negotiator for the EU’s Alternative Investment Fund Managers Directive. Sean is also a presenter for the Conservative Party’s Leadership Development Programme.
