I would welcome views on the following - a master plan recommends a preferred site for a supermarket, although it is likely an application will come forward for another, less preferable site (and in advance of the appropraite planning obligation package for the key masterplan sites being resolved. In advance of the master plan recieving SPD/AAP status, any suggestions on grounds on which the application could be refused - i've considered need to prevent piecemeal development, the materiality of updates to out of date Local Plan policy, and the general public interest issue of significant public investment having been expended on bringing forward the preferred site. Any other suggestions, or real life experiences in this type of scenario?
