Healey explains HPDG delay

Long-awaited allocations from the Housing and Planning Delivery Grant (HPDG) for 2009-10 look set to be confirmed.

Housing and planning minister John Healey told the CLG select committee last night that details of the £135 million grant will be laid before parliament today.

Councils will receive an average sum of £370,000.

Committee chair Dr Phyllis Starkey quizzed Healey over reasons for the delay.

Healey blamed competing pressures within his department and advised that he has been considering the effectiveness of the grant.

"I wanted to take a hard look at how effective the HPDG has been because it’s an important incentive designed to try and make sure that local authorities are putting in place proper planning policies."

He added: "There is some work to be done to make this a more sharply designed incentive but I’m content to confirm the funding for this year."
