St Modwen slams "restrictive" planning system

Michael Donnelly, PlanningResource, 9 February 2010

Regeneration specialist St Modwen has described the planning system as "restrictive, wasteful and expensive."

The comments came as the company released its results for the year ended 30th November 2009.

In a statement the company said: "Planning process reforms have not worked, and the cost and timescale involved in obtaining planning permission continue to escalate with every new initiative, guidance and regulation.

"As one of our key skills is being able to work our schemes through the planning system, the more restrictive the system becomes, the more our skills are needed, and the greater the value that is created by our marshalling activities."

However, speaking in today’s Daily Telegraph, chief executive Bill Oliver described the long-waited Tory reform proposals as "change for change sakes".

In its results the company reported a widening of pretax losses from £73.1m to £119.4m.

Its ‘hopper’ or landbank increased by 12% to 5,600 developable acres with "strong flow" of new planning consents.

The full results can be found here.
