Regional leaders forum takes North West forward

The North West took a major leap ahead of the rest of the UK this week with the launch of a regional leaders forum.

Known as 4NW, the body takes over from the North West Regional Assembly. It follows the government's sub-national review, which said each region should have its own arrangements to create a single regional strategy (SRS) by 2010.

"We agree with these proposals and see no point in waiting," said a 4NW spokesman. "By giving developers certainty, we hope that this gives us a competitive edge over the other regions."

The move also aims to enhance the SRS's democratic accountability. The 23-member board of 4NW includes 15 council leaders, three from each of the North West's sub-regions.

Another member will come from the Lake District National Park Authority and seven more from private and non-government bodies such as the North West Universities Association, the Trades Union Congress and Manchester Airport Group.

With a 15-strong planning directorate, 4NW said the move is also crucial to retaining experienced planners, who will play a key role in developing the SRS.
