Green paper promises should be backed up by some tough action

This week's housing green paper offers a bewildering set of statistics. A total of £8 billion is to be invested over the next three years, with 70,000 affordable homes a year built by 2010-11. Three million more will be built by 2020. Not since the days of Harold Macmillan has such political capital been made out of development.
