DCLG shifts focus to secure key outcome

The planning community cannot say it had no warning. Communities minister David Miliband sketched it out five months ago before shipping out to DEFRA. The prospect of a housing delivery grant, coupled with a redoubled emphasis on speeding up residential appeals in the Planning Inspectorate's latest targets, could not send a clearer signal on the government's priorities for spatial planning.
