Shepley on the government's rush to demand yet more reform

I know that we live in a blame culture. Nothing untoward can happen without media demands that someone is pilloried, unless the untoward thing is done by someone from the media, in which case it is okay. But why, when anything seems imperfect development-wise, does the government resort to the old chestnut of reforming the planning system again?
