Town centres ideal location for most shopping and leisure activities in Wales

The document says that town centres should be protected and promoted by local planning authorities and that their regeneration should be a planning priority. It also advises that for proposals outside town centres, the need for the development must be established before any alternative sites nearer to the town centre are considered.
