Torridge Council to pay

Torridge District Council has agreed to pay £1,000 to resolve its handling of plans to turn a barn into a holiday home. The local government ombudsman found maladministration in the council's consideration of the application because approval was wrongly issued before the full council reviewed the scheme. When the application did come before the authority, the meeting was not properly advised about the committee's reasons for approval against officers' recommendation, the ombudsman added. The complainants had argued that the site, near their home, adversely affected their amenity.
