The partial change of use of a shop in an Exeter conservation area to a restaurant and cafe has been allowed after an inspector ruled that the scale of the use would not undermine local residents' amenity. But a second appeal involving the change of use of the entire unit was judged excessive and likely to disturb residents in nearby dwellings.
