Editorial: Blueprint missing as regions go own way

Some of the more fanatical elements in Whitehall harbour the view that the sustainable communities plan unveiled two years ago is New Labour's version of a national strategy for development, growth and infrastructure. An obsession with growth in the South East has since been slightly tempered by The Northern Way, with a Midlands version in the pipeline. But this is planning by regions rather than planning for the nation.
