A scheme to transform Blackburn town centre into a key retail and employment centre has been awarded £13 million from the Northwest Development Agency. The project, which will be delivered by Blackburn with Darwen Borough Council, will involve reclaiming derelict land for mixed-use development. It is expected to create up to 1,200 jobs, safeguard a further 1,800 and lever in £40 million of private sector investment.
